Election Central: Orland Park 2013 Spring Election

POLLING

Patch will be out at the polls throughout the day. Check back for our updates:

Updated 2:11 p.m. April 9

Turnout for two Orland Park precincts remains low despite polls being open for more than 7 hours. Precincts 10 and 37 are reporting turnout in the double digits for total amount of ballots cast. Combined, the two precincts account for more than 2100 voters. Precinct 10 reported 48 ballots cast by 1:22 p.m., with 47 early votes already accounted for. Precinct 37 saw 71 ballots cast, with 39 early votes.

Volunteers working the voting location at Riviera Country Club, 8801 W. 143rd St., expressed doubts about whether voting rate would climb at all during the day. Polls opened at 6 a.m. and will close at 7 p.m.

"There ain't no rush (today)," said Dave Downey, 69, of Orland Park, who has volunteered once before at a voting location.

Please consider supporting John Brudnak and Jayne Schirmacher for the Orland Fire District Trustee positions. The last two incumbents are part of the old boards vision of $200,000 firefighters and increadable waste. We as taxpayes must stop this wreckless behavior.

Please voters: pay close attention to the District 135 School Boarad Election. Please vote out incumbents Gentile and Cunningham who have wasted taxpayer money and voted to increase the tax levy even though we have $52 MILLION in reserves. They have given the business manager carte blanche to run the district as a shadow superintendent and let him get involved in things a number cruncher shouldn't. They have fired good people and paid double salaries. They have opened us up to lawsuits which will cost the taxpayers more money. They have secured jobs for their friends. The list goes on and on. They are not moral! We need new people who have the children and taxpayers interest at heart. Vote for Kulak, Berry, Maratea and Carroll on April 9th. Please read the candidates answers to the Patch's questions. They are very telling!

Request to all using this post as one last attempt to get people to vote for your candidates.

PLEASE TELL US WHY WE SHOULD VOTE FOR YOUR CANDIDATE/S SPECIFICIALLY. NOT WHY WE SHOULDN'T VOTE FOR THE OPPOSING CANDIDATE.

Negative campaigning against opposing candidates doesn't tell us anything about why your candidate should be elected. Plus its a turn off for voters and your candidate is less likely to be elected.

SO PLEASE.....just sitck to telling the FACTS about what YOUR CANDIDATE plans on doing for residents if elected, so voters can decide for themselves who is best suited to meet their needs.

Its also important to keep in mind we all have different views, so you can't expect everyone to share the same belief and goals for your town as you. It's important to post like mature adults on here and not trash each other with negative back and forth or personal attack postings. Its easy to feel defensive when someone attacks your candidate. But you can still correct misleading information without personally attacking others.

Thank you and best of luck to everyone running. May the candidates who best support the needs of the majority voters win this next election.

I respectfully disagree. In the case of the District 135 School Board it is important for voters to understand why certain incumbents should not be re-elected. The actions of Gentile and Cunningham are reprehensible and parents, voters, and taxpayers should be aware to ensure that they are not elected again. Anyone (with the exception of Nathan Jasingh, Ann's puppet) would be better than these two. Fortunately, we have four highly qualified individuals who are running and can get this district back on track.

I agree with your sentiment about wanting to hear the positives not just the negatives, however, incumbents should have to answer for their actions and decisions in the D135 race. Common sense dictates that where there is smoke, there is fire. The incumbents have earned their poor reputation, honestly. I voted for them in the last election based on the political fluff I received in my mailbox. I am determined to not make another mistake like that. I have done my homework, I have met 7 of the 8 candidates and spoken to them about my concerns. I'm determined to be informed this election. You should do the same. I can whole-heartedly endorse Maratea and Carroll based on our conversations and my research. Carroll is a life-long volunteer and leader in the community and I know him through scouts. He is very bright, level-headed family man and has a vested interest with children in the district. Also, Carrolls' legal background is what we need to hopefully bring some balance to the board and stop the bleeding from these endless lawsuits created by the current board. Maratea also has a vested interest with children in the district and spoke very intelligently about a technology plan for the district that makes steps towards making our schools competitive with other suburban districts. He also spoke of being fiscally responsible with our budget for technology, making sound decisions on good research and implementing it in steps over time.

Not sure if I will vote for Kulak or Berry, although many of my friends like them.
Yes, people have different goals for this town but, when it comes to the school district, we should all be on the same page. Regardless of your age, private or public school supporter, liberal or conservative beliefs, if there are problems with the way the schools are being run we all pay the price. We are behind in technology, we have a bad reputation because of the current board and their decisions, there are a lot of very concerned and angry people that want better for the community so expect to see a lot of strong opinions on these comments.
Thank you to the challengers that are willing to give up their time for a volunteer position like this in order to give Orland Park voters a good choice and a voice!

Megan - Thank you for your comment. You are correct it should be about the candidate and their beliefs not about who they endorse or who endorses them. I am an incumbent running for re-election in #135. I have always voted with what is best for the children of our district and with the taxpayers in mind. I have made difficult and unpopular decisions but it was the best choice and most fiscally responsible choice for us at that time. I have been involved in the district for the past 18 years, attending board meetings years before even running for the board, not just when I became a candidate. I have been involved with the community for years running a brain tumor support group while recovering from one myself. I am fiscally responsible with the taxpayers money. I go to the school board conference every fall on my dime, the public only pays for my workshop fees. I don't stay downtown I drive back and forth every year. Out of the 8 years I have attended I have only submitted reimbursement for parking and mileage once. I voted for the tax increase because we will be deficit spending in 3 years due to the federal government and the state not paying their bills. I have always stated that I want the best education for all of our children by maintaining and not cutting programs. I hope to continue to represent our district and ensure that our children and tax-payers get the best quality schools possible by re-electing me. Thank you for your time. Mary A. Bragg

So Ms Ramirez Justin is big on feeding money to the "community organizer" money pits, belongs to bank which believes gouging on ATM and credit card fees is "fine" as long as you give some money to PADS, and she leads the patronage driven "Governmental Outreach" portfolio and "Community Reinvestment" group. You'll remember those groups. They're the ones that were in charge of handing out loans to people who couldn't qualify for them, then "flipping" them to Fannie Mae and Freddie mac who took the hit when they defaulted and the properties were foreclosed.

You forgot to mention that the unions and Sen Bill Cunningham of the Democratic 19th Ward organization are supporting her because she'll support THEIR interest over those of the students and taxpayers when those interests conflict.

If you want the Board to operate like the patronage machine in the 19th Ward, she's the PERFECT choice. There's a better choice there, a CPA who, unlike Ms Ramirez-Justin, will be there for the STUDENTS instead of th bureaucracy. that's Skibinski!

I can not believe that Brad O'Halloran whole heartedly endorses John Schiera for Moraine Valley Trustee. Mr. Schiera has an extensive arrest history that includes: domestic battery, battery to a police officer, and theft from the Archdiocese. Do not vote for O'Halloran or Schiera.

So, if she's at MVCC 3 of 4 times a week, when does she do her job as a Vice President for that bank? Could it be she's just drawiing a paycheck due to 19th Ward Machine politcal connections? She seems to be able to find a LOT of ways to spend money, but is pretty silent on how to SAVE money, cut the massive patronage driven waste at MVCC, and keep tuitions low.

How about giving us ONE example where she opposed a tax, tuition or fee increase, ,cut waste in administration and clerical work, or supported raises and benefits increasing no more than COLA for the unions? LOVE to here when she did THAT!

Thank you for listing all these endorsements. HOWEVER, endorsement alone, tell us nothing about why voters would want this person elected to represent them and why you believe she is the "candidate of choice" and please explain what you mean as "work" when you say "work for all". I don't go by others endorsements as what these endorsees have on their agenda may not be what I feel is best for me or my district. Plus, you could be doing your candidate a disservice to say they're endorsed by someone who a voter isn't a fan of, but your candidate might still be in line with what a voter is looking for.

For example, I generally will not vote for anyone endorse by Dan McLaughlin as we do not share the same vision for Orland Park, and I personally don't trust him. However, if you were to tell people what Andrea plans on doing if elected instead of who endosres her, I'm more likely to consider her for her merits and qualifications even regardless of who is endorsing her.

Those endorsements alone are reasons not to vote for her. The unions don't serve the taxpayers and students, they serve the best interests of their MEMBERSHIP over those of the students and community.

If you belong to those unions, vote for her. IF YOU DON'T, vote for her competition who is a CPA and will has NO endorsements from patronage chiefs and the unions that are gouging the taxpayers and students in MVCC!

"she manages their Governmental Outreach portfolio in excess of $300 million and the Bank’s Community Reinvestment outreach" in other words, she directs depositor money to the politically connected governmental entities who may be bad risks, make money available to hire poltically connected contractors and patronage workers, and "reinvests" in investments that wouldn't be worthy of finance except as a political "giveaway".

It seems she's a great fit for the current Board, BUT THINGS NEED TO CHANGE FOR THE STUDENTS AND TAXPAYERS!

Skibinski's a CPA committed to ENDING patronage and the political shennanagans on the Board instead of perpetuating them.

If you support low value construction at high prices burdening students through increased tuition, want to continue the patronage system of hiring in the district as political payback, she's the right candindate. If you want to keep tuition as low as possible, be FAIR to the unions without giving away the store, and only build when it makes sense, then Skinbinski is a FAR better choice!

I've lived in District 135 for a long time and I'm very disappointed with how the incumbents have raised taxes with money in the bank, pay two people in the same position and get the district into lawsuits.

I too know Mike Carroll from his years of volunteering in the community and I endorse him wholeheartedly. He is very level headed and knowledgeable and would be a great addition to the board that needs far better leadership than what it has now.

We pay more to our schools on our tax bills than any other government entity. I hope that people realize this and make the effort to vote for the best representation on April 9. Do your research. Read the candidates profiles and choose those who will do the best job with our hard earned tax dollars.

Even if you don't have kids in the district schools anymore, the local schools affect your property value and when you try to sell your house, you want to be able to tell a potential buyer that our schools are the best.

Truth is, I'm not sure why I'm not there anymore. I was only given the "we're moving in a new direction" answer. I've heard of the district take overs for over 21 years and have always lived with the "lack of money". I was not given any reason. Over the last five years they dumped the building department and now use a consultant, sold the only ladder truck the FD had, got rid of a girl from the Village Hall, laid off all of public works and replaced them with Berry Landscaping, dropped the police chief the same day as me, and the Mechanic/PW Director is now also the Fire Chief. I can't make this stuff up. I'll tell you in May if the district take over was the answer. The Mayor gave me a rather nice letter of reference if it makes anyone feel better. In the mean time, my lack of employment doesn't displace the fact that your friends in the Fiscal Voices have not followed through with anything they said they would do. I man enough to admit it....I even voted for them last time around. I can't find $4 million that was cut from the budget. I could make jokes and say they cut $4 million off the FY2010 budget by not 'renovating' another administration building or the FY2009 budget by not building another training building. Maybe they saved the $378,680 line item "trustee initiatives"....nope, administratively changed the name to "Wages at Retirement". So I guess the difference is that I wouldn't make unsubstantiated claims and just take ownness of what I've done.

Went to vote early today and had the misfortune of seeing Ann Gentile outside the entrance of the polling place. Once again, Ann was breaking the rules with wild disregard as she was moving her signs close to the entrance. As I understand it signs AND candidates must be no less than 100 feet from the entrance. Ann was not only moving her signs but also Tom (I can't decide what public office I want) Cunningham's and Nathan (the nurse) Jaisingh's signs too! I guess Ann thinks she is special and the rules do not apply to her. Let's see how special she is when a formal complaint is filed by the other candidates with the election board. Also, what's up with the Gentile signs at the expressway off ramps? That's not legal either...oh IDOT! I guess desperate times call for despite measures! Look out, Ann your desperation is showing!

Are you surprised? That is Ann's modus operandi! As she has proved again and again over the last four years, she thinks that the rules don't apply to her and breaks them with wanton disregard! Don't worry, the signs don't mean a thing. Her neighbors who let her stick them in their yards have all whispered that they aren't really voting for her. They just don't want a confrontation. Anyone with half a living brain cell can see that she that she is bad for the taxpayers and children of Orland Park!

I met Ann today at the polling place. I was actually very impressed and voted for her. I also sent out an email to my friends and family to support her as well. I really think district 135 has done a great job and as a parent I'm very pleased with the schools.

In the last four years, the current Board, was able to reduce this debt while achieving the highest student test scores and without affecting student programming or extracurricular activities. This fiscal responsibility will diminish the inherited debt by 2014, which will result in a DRAMATIC DECREASE OF OUR PROPERTY TAXES.

Patrick Murray (obviously another alias for Cunningham), I've really had it with the desperate measures Cunningham and Gentile are stooping to. Cunningham hijacks an email list from a Sandburg Senior party planning committee. They're stealing all of the challengers signs. Now they are posting outright lies under all of their various aliases on the Patch, and at the Metra station lot. This morning, Gentile & Cunningham both approached my wife as she was approaching the train -- spouting complete lies about the challengers. Julius caught one above, but Patrick Murray threw a few more out there. I have listened to all four of the real challengers (Berry, Carroll, Kulak & Maratea) speak at a couple of events now. And I've met Mike Carroll a few times when he was volunteering for the Lions, OYA and the Scouts. Mike is not a union attorney. He is self-employed and does litigation and real estate. And he never has said (the times I've heard him speak) that he feels the District doesn't spend enough. He said that the District shouldn't be raising our taxes to the max when the District is sitting on 53 million dollars in reserves! And who "heard" Sandra Kulak say Orland taxes aren't that bad? I didn't -- and I've listened to her speak a couple of times. Have you Tom -- I mean Patrick? Her PR piece says that she knows that school taxes represent 65% of our property tax bill and she doesn't know why they keep going up with those huge reserves! Lies, Patrick. Lies!

All of the articles I read about education say that a school district works best when all of its parts work together -- teachers, parents, administrators and elected officials. Being the bully you are, I'm sure you love the "divide and conquer" strategy, but it's not what's best for our schools. I've got no problem with the unions, as long as they're reasonable and work with the District in tight financial times like now. Finally, Patrick -- another lie. I've talked to 15 or 20 of my friends that live in Orland Park. None of them have received a robo call about 135. Neither have I. I don't get why you'd make that one up.
Here are the facts: 52+ million in cash reserves. You -- I mean Tom Cunningham, Ann Gentile and Mary Bragg all voted to max out our taxes in December -- to raise them as high as the law would allow you to. Meanwhile, we don't have enough computers in our classrooms. Tinley, Plainfield -- almost all of the surrounding districts are leagues better than us on technology. You, Tom, cancelled the intergovernmental agreement with the Village of Orland Park. We saw how well that worked out, according to OYA -- the ball fields are in horrible shape. And all 3 of you voted to fire those 3 teachers recently. I just heard that the union has already filed the Unfair Labor Practice charge, with more lawsuits to follow. What a mess you've created! A few corrections to your information: our audited fund balance from June 30,2012 was $46 million not $52 million this is directly from the auditors report on page 50. Yes I voted for the 3% tax increase because the county never gives us the full amount and from the loss of state and federal funding we will be deficit spending in 3 years. As to the termination of the 3 teacher aides, the only thing I can say at this time is that the safety of our children is our #1 top priority.

I feel it is unfair to clump Mary Bragg in with Tom Cunningham and Ann Gentile. She is not lacking in ethics as the latter two plus Carmody and Zekich). She was not an initiator of the lawsuits and double salary/double positions in the district. That, was the doing of the board majority. She has explained her vote, and I think she is telling the truth. The advice comes from the business management of the district to the board. If he and the consultants advise, well, I am not sure we all would be as sure as we think, on that. The big grind should be that the money isn't going into education. It is going to cover lawsuits that these four clowns got rolling.

Don't read too much into the union's endorsement. First, they can't endorse Cunningham or Gentile or their guy, Jaisingh for obvious reasons. You don't want a board that is beholden to the union, but also don't want one that's hostile either.

One factor many unions use to determine who gets their support is a candidates' chance to win. In 2003, I, a lifelong card carrying Republican received the teachers' union endorsement. Now I was accused of a lot of ridiculous stuff when I was on the board, but no one ever accused me of being a shill for the union, I tried to be fair to labor as well as the taxpayers and students. In 2003, the union endorsed the three candidates that had the best chance of winning and they were right, we all won.

I think that the union's main priority is getting rid of Cunningham and Gentile and feel that the candidates they endorsed have the best chance of doing that.

Maybe or maybe not. Consider that Mary Bragg, who is a union teacher was not endorsed and Mike Carroll was. Also, if the union won't endorse Cunningham and Gentile, and if Jaisingh is essentially a clone of those two, what choices are left for an endorsement? Personally, I'd like to see school boards that are not all made up of teachers or fire districts that are made up of firemen, but you can only go by who's on the ballot.

It can and will work Don. There are many very successful school districts that have former teachers on them. Their experience can be very valuable to a school board and the 2 retired teachers and former administrator are good candidates and worthy of a seat. The fourth candidate is an attorney and we need someone with good legal experience very badly right now. Balance is the key. I wouldn't prefer a majority of the board to have the same background but there is no reason to discount a candidate because they have a background in education. As John Paul eluded to earlier, these four candidates are the ones that not only recognized the complete dysfunction of the current board but came forward to challenge it. There is an overwhelming movement behind them, not just from teachers but from a large majority of families with school-age kids and all those that have been well informed of the issues. I will be one of over 100 volunteers that will be knocking on doors tomorrow and working every polling place on Tuesday. If this upsets you Don, the blame lies solely on the heads of the current board majority and their reckless, deviant behavior. That is why you have a large group of challengers with many groups endorsing them and volunteering, this is not usually the case when things are being run properly. The lesson here is to make informed decisions in the future.

Don, Don, Don,

Let me refresh your memory. It was my (actually, it was OUR) group that helped pass a referendum in 2005. You remember that one? It allowed the district to raise taxes for the Education Fund. That took the district from a deficit to a surplus. That surplus the current board brags about, that's were it came from.

Prior to the referendum, we made substantial cuts to a number of expenses to show the public we were serious. After the referendum, we oversaw three construction projects that came in on time and over a million dollars UNDER budget.

Mike Fitz, you left out the part where we pay hundreds of thousands of dollars in legal fees to the board's attorneys for the lawsuits courtesy of "Don" Cunningham, Ann Gentile &co.. The multiple lawsuits that will be filed over the latest debacle can typically cost upwards of $250,000. Boy, that law firm owes "Don" and the crew a great big smooch for making them very, very wealthy over the recent years with our taxpayer dollars! I would love to FOIA the exact numbers when the litigation is complete with the current and forthcoming suits in addition to the Melanie Walsh legal fees. Unfortunately, you cannot FOIA the numbers until the cases are complete and recorded and not even the Walsh case has settled. Fiscally responsible? Putting the children first? Hardly.

I disagree entirely, Kathy. One of the reasons that we have such a dysfunctional mess in our state, local and fEseral governments is that "low information" voters
DO vote and drown out the votes of informed voters.

My recommendation is that if you don't understand the issues and reallydon't know where a candidate stands on improving things for the people... STAY HOME. Your vote will likely do more harm than good.

When uninformed voters go to the polls, they likely will vote based upon party affiliation or ethnicity, both TERRIBLE bases to voting.

I was that way through the early1990s, When I finally started studying local elections when my kids started going to school a few years later, I was really disappointed in some of the scumbags I'd helped put in office with my votes.

the bottom line is do your homework before voting, and if you know little about the dsitrict for which your voting and really don't know much about the candidates, don't vote in that election. You don't need to use all the votes given to you...ONLY vote for those you've looked at and support. Ill informed voting is worse than hot voting at all. Anyone doubting that just take a look at Springfield and Washington, as well as our local school boards!

I can't disagree with you there, PYT. One of the most frustrating things I've had to deal with over the last decade and a half in politics is voters who will vote against a tax increase, then vote for ALL the board members who supported the tax increase over those who didn't because they belonged to their parish or church, they saw their name in a PTA or for a fundraiser, or they liked the sound of their name or ethnicity.

I believe that informed voting is a DUTY for a citizen, a duty that too few meet.

I rarely complain about a certain elected offical being the root cause of the problem. Unless they were appointed, voters empowered them. The VOTERS are the ones who bear the brunt of the responsiblity for the mess our state and nation are in.

A shockingly large number of the citizens who pay the freight in Illinois are planning their exit strategy, where pre-Blago most were planning their future in Illinois.

This state is following the path of Detroit into a death spiral because of voters' choices. So sad because it didn't have to be that way.

I have been following the village race closely. Yesterday I received mail from Brad O'Halloran touting his voting record against the financing of the 143rd street apartments. He definitely criticized is fellow board members Dodge and Fenton for their support of the project. However, on the same token his piece also knocked his silence of the apartment comes until the end. I don't understand why O'Halloran waited so long to debate the issue. I can't in good conscience support any of the incumbents. My only vote is going to Fotopoulous.

Taxpayers: The Fire Protection District and School boards are the entities that represent your interests. The firefighters and teachers have unions to represent their interests. Please go to the OPFD or D135 web sites and look at the published salaries. Please do so, you will be amazed. If you think the teachers and firefighters are well compensated then don't put teachers or firefighters on the boards. The boards are the ones that negotiate with the unions -- you don't let employees decide their own salaries. If you think are 100k+ firefighters and almost 100k+ teachers are NOT compensated fairly, then by all means put them on the boards so they can give themselves higher raises. Wake up!

Please do not be fooled readers! This is not over by far. We voted change but they have proven nothing. If new board members on any of these boards are going in to carry out some of the comments I am reading above, it is not over.
