Sex Offender Watch: A Map of Homes to Keep on Your Radar this Halloween

There are 18 registered sex offenders listed as living in Orland Park and Orland Hills, according to the Illinois Sex Offender Registry. See what else we discovered about them.

 

Patch wants to help Orland Park and Orland Hills parents keep their kids safe this Halloween.

Earlier this month, we filled you in on the regulations regarding registered sex offenders in your area.

In general, the laws center on sex offenders registering in person each year the local police department. They must do so for a required 10-year registration period, unless they are separately required to register for life. Offenders are prohibited from living within 500 feet of a school, daycare center, youth center or other facility that caters to children younger than 18 years old.

Sex Offenders in Your Neighborhood

A search of the Illinois Sex Offender Registry links 13 registered sex offenders to Orland Park and 5 registered sex offenders to Orland Hills.

All but one of those offenders—who is represented by the sole purple pin point on the accompanying map—are compliant with the laws.

"Offender has failed to maintain accurate registration records as required by law," according to the Illinois State Police.

How the Map Works

The map is interactive, meaning you can zoom in, zoom out, or move it around to see all the plotted points.

Floating your cursor over one of the markers will give you the name of the sex offender and his address. Double clicking on the marker will give you more information about the specific charge.

The yellow markers represent sex offenders who are not listed as sexual predators. The remaining red pins are those who are labeled as sexual predators in the registry.

The term refers to anyone convicted after July 1, 1999 of certain violations in the Criminal Code of 1961. Sexual predators are required to register for their entire lives.

According to the statute, only registered sex offenders who are on parole or probation are not allowed to participate in Halloween activities. All those little pins on the map?? How many of those are still under supervision and how many are not? People who have looked at your published map to find RSOs might see that some (or many) will have their porch lights on during trick or treating hours and assume they are breaking the law or trying to find their next victim. The police know who are the ones who can't hand out candy. The author of this article most likely does not.

This article gives misleading information to the public, which has already been pointed out in previous related stores.

Sex offenders have the lowest recidivism rate of all criminals except murderers, according to dozens of university, federal and state studies. Not all sex offenders have victimized children, and over 1/3 of sex crimes perpetrated against children are committed by other children. 95% of kids are abused by family or friends who aren't on the registry. Dr. Jill Levenson’s 2009 study, “How Safe are Trick-or-Treaters: Child Sex Crime Rates on Halloween?” found that non-familial child sexual abuse accounted for less than .2% on Halloween. Why is law enforcement spreading such glaring myths, and why is the media latching on??
