Police Supervisors Union Agrees To Contract, MAP 159 Still Going Into Arbitration

Orland Park Police Supervisors Association and the village agreed to a contract, which retroactively dates back to May 2011, while the Metropolitan Alliance of Police Chapter 159 is still scheduled to go into arbitration with the village.

On Sept. 24, Orland Park trustees approved the police supervisors’ contract during a special meeting. The new contract, which goes back to May 1, 2011 and will run until April 30, 2015, includes higher health insurance rates for traditional HMO and PPO plans than the past contract, but with comparatively lower rates for a High Deductible Health Plans/Health Savings Account.

The HDHP/HSA allow for contributors to roll over what was spent on insurance to subsequent years, should the plan members not need to spend it for medical care, prescriptions or other covered needs in the current year, said village public information officer Joe LaMargo.

The HDHP/HSA plans are less costly for the village, hence the lower premiums, whereas the village will also be paying more for HMO/PPO plans than in the past, should employees choose them instead, LaMargo said. Wellness programs offered will lower the costs of premiums on all plans, should members participate, according to village documents.

The shift from traditional plans toward health savings accounts are part of “the village’s employee health benefit strategy that

shifts toward consumerism and away from high cost, high utilization PPO programs,” according to a release from the village.

The supervisors’ previous contract had premiums for family PPO plans at $170 in 2010, after increases of $10 each year starting in 2007. HMO family plans cost $25 in 2010, up from $10 in 2007, according to village documents.

The new contract also calls for a pay increase of 1 percent for salary earned between May 1, 2011 and April 30, 2012, and subsequent 2.5 percent increases over the next three years.   

Orland Park still has not reached an agreement with members of the Metropolitan Alliance of Police Chapter 159, who have been without a new contract since May 2011. The village and MAP 159 are scheduled to begin arbitration Tuesday.

“We can’t discuss details in the back and forth,” LaMargo said, when asked whether MAP 159 was offered a similar contract. “It’s the direction of the arbitrator not to discuss that.”
